Fennel has many medicinal values for humans but I can't think of any reasons to give it to a dog. In any event, I don't think it would suit a dog's palate.

Dried fennel was used at one time stuffed in a dog's bed to repel ticks and fleas.

Onion and garlic are both dog no-no's, but fennel is in a different genus from the other two. This makes it notably different as far as botanists are concerned but I wouldn't want to go so far as to it's effect. If you are considering it for it's herbal uses, I'd suggest why not stick to traditional approaches until you get a more reliable opinion than mine.

I love to eat raw fennel myself, and I feed it to my dogs as well. Actually I think they like it more than I do. It is fresh, crunchy and has a delightful aroma so it helps clean there teeth, and give them better breath. Therefore, I don't see why not!

I have been crunching on some raw fennel. My little white poodle (usually not a chow hound) was jumping and begging. I gave him a bite and he ate it up. I thought maybe it was just a hunger thing, so I gave him a carrot (which he will often eat). It was not received with much enthusiasm. Another bite of fennel was just what he wanted. I hope it will be OK for his sensitive stomach.
