I'm sorry this is happening to you. I don't have a definitive answer on what will work, but I can give suggestions. In your case, I'm assuming this is probably what happened: When you waxed/threaded your upper lip, new skin became exposed to the sun and overtime, this new skin is very susceptible to UVA/UVB rays, and became darker creating a type of shadow.
I have small hyperpigmentation spots on my face and I noticed that once I bought and began using 100% SPF sunblock, the spots became lighter. I'm assuming this occurred because I blocked UVA/UVB rays that darken the skin.
So the first thing, I think you should do: is invest in a 100% sunblock. I use a CVS brand. And it works well. Cost me about 11 bucks.
Another good product that will help in lightening the shadow is Retin A. It basically aids the skin in exfoliation and creates a faster new skin cell turnover. When retin A is used in combination with a lightening cream, it will help the cream penetrate deeper by eradicating older cells. It's not really a lightener, but more so a great aid for a lightening product :)
I have used papaya soap, but I would say that it's a little too drying/harsh to use on the face. I used Fred Summits Bleaching Cream & Esoterica on my lips, and it lightened them.
So in conclusion I would say:
1) Invest in a bleaching product that you feel comfortable
2) Purchase retin A
3) Purchase 100% sunblock
And you should see your shadow lightening in no time.
