    Adoption
I have an 8 mo old baby girl, and we live with my boyfriend, who is actually a stay at home dad, and her best friend. He is not her bio-logical father though. My boyfriend has very good health insurance, and is who I'd like to have custody of my daughter if anything where to happen to me. I believe what I need to do is let him adopt her. But what do I need from the biological father? I'd really like to make sure she is taken care of and would like to do this the fastest way. I live in Hawaii.

You are correct that your boyfriend will need to adopt. And that means the bio father will need to agree to the adoption. Most steps require that you be married to allow an adoption.

What I suggest is you consult with a local Family Law attorney. Many will offer a free initial consult. Find out what the requirements are for your boyfriend to adopt.
