At 13 your body is still growing, you seem to be quite active, however from your post it would seem your not eating the right foods.
Eating a breakfast is so important to give your body fuel, also the long fast during school hours is not healthy, even a sandwich will get you through.
Going walking is great exercise, but your body needs fuel to do that, if you don't eat enough your body thinks there's not enough food going around and goes into 'storing up fat for a rainy day' mode.
Think of food as fuel, when you eat food then use it,like walking, your body is more inclined to use up any excess fat stores.
No one has the same body type but every body responds to a healthy diet and exercise no matter what age,do that and your body will grow healthy and strong.
Ask your mom could she buy some fruit for you to snack on, and perhaps porridge for breakfast, its cheap and cheerful and packed full of vitimins.
Instead of heavy jumpers in summer could you try a long sleeve t shirt?
Money is tight everywhere, so perhaps you could ask your parents if you could do a paper round, or ask the neighbours for odd jobs (make sure you get your parents permission), that way you can earn some money and buy some clothes that you would like to wear.
Your not at your full height yet, nor your adult weight,enjoy your body and using it,it's the only one you get so look after it!
