    First, please start a new thread if you have a new question even if that question is similar to a previous thread.

    Probably. LIS > Code of Virginia > 32.1-257 is the statute pertaining to the signing of certificates of live birth in Virginia. I don't see any requirement that either parent has to be of age in order to sign the certificate.

    Probably. Here is the statute pertaining to the signing of certificates of live birth in Virginia. I don't see any requirement that either parent has to be of age in order to sign the certificate.

    I would assume the minor is the mother or father, in those cases yes they may and the mother should.
