    Probably. LIS > Code of Virginia > 32.1-257 is the statute pertaining to the signing of certificates of live birth in Virginia. I don't see any requirement that either parent has to be of age in order to sign the certificate.

    I would assume the minor is the mother or father, in those cases yes they may and the mother should.

    Not sure why they are giving
