Can one install sheet flooring around floor drain that slopes? Is this possible?

Is is possible to install sheet flooring in a laundry area that has a floor drain? My concern is that the area around the drain is sloped and how would you manipulated the sheet flooring to adhere flat in the sloped area?

It seems like every time someone in the family takes a show up stairs, my floor drain in the basement seems to over flow. I can look down in the floor drain and see water. If I flush the toilet in the basement, I see the water start to move. Is there something I can do?
