Upon installation of bulb, base of bulb burns and bulb never lights

Installed two new 3 bulb post lights on concrete entry piers, one bulb pops and burns the base immediately upon installation... I have checked the wiring and everything is wired correctly, I assume ths is a bad bulb socket and the fixture is defective, has anyone had this problem before?

We have a 4'x6' diffuser panel grid with 3 four foot long fluorescent fixtures above and want to take it all out and update the look with either track lighting or can lights. The ceiling in the kitchen is a drop ceiling for the most part except the 4'x6' light panel portion which goes up 10 1/2"...

The small bulb is impossible to remove. Do I remove the bulb only (not sure how since it won't come out) or is there more to changing a burnt out bulb than I realize w/Hampton tracking lights.
