How deep should the brine level be iln a Rainsoft Silver series?

Our salt ral low and the brine was NASTY looking, so we scooped and soaked out a lot of water/brine, added more water and scooped again. How much should there be in the tank?

My water softner came with the house I bought, the bottom half of tank is almost solid salt which has solidified,can I pour water into salt to soften or should I just push the regen button will this damage the softner?:confused:
