My 90 Plus RUUD furnace will not light at all.

My 90 Plus RUUD furnace will not light at all.

Both fans start like everything is running normal. The circuit board has 2 green lights lit when the furnace is on and a yellow light that does not come on. So I have no heat! Is it the board or the gas valve?
