    Should an air exchange unit be ducted to the cold air portion only

    If I understand your question correctly, you want to exchange outside air into the building.
    It should be ducted to the return air so that it is drawn through the air handler. The 'cold air portion" is what we call the supply air and it has positive pressure and will blow your supply outside rather than draw it in.
