Mu upstairs a/c is NOT keeping the temperature below 80. Cold air is coming from vent
Thermostat is set at 70. In the afternoon temperature gets to around 80. Storm windows and drapes are used to keep out the hot air and sun. There is cold air coming from the vents. Filter is clean and no outside ice on the lines.

The only way to find out the problem is to install a set of gauges and know how to read them or call for local service to have them make any repairs if necessary.
