Hot water goes cold overnight

My Central heating and hot water seem to work fine except that the hot water goes cold overnight. The immersion heater is full of hot water at the end of the day, when the boiler turns off, but in the morning the water is cold. The pipes from the tank to the boiler seem to stay warm/hot for some time after the boiler has turned off. Where is the hot water going?

I recently purchased a rental house. I replaced the hot water heater and shut off valves. With the shutt-off in and out of the tack are closed, I still get cold water from the hot side of all faucets in the house. When valves are open, and temp. Set at very hot, I get semi-hot water.
