How to fix the problem. It show when I startup my pc(Windows xp)every times.

Have you installed any software recently?

As this is happening on start, I would first check your startup programs to see what is being started with your computer every time you restart.

Click on start and run
-type msconfig and hit enter
-go to the startup tab

The problem may be one of those items there, you can list them here or if you are familiar with your startup items, you can uncheck the one not familiar with and apply and let it restart.

First thing to look for is one labeled WScript.exe - if you see that, uncheck and apply and restart - That will fix the issue

You can do this with trial and error by unchecking one and then let it restart to see if still happens and if does, can go through same process till find one that is probably causing the issue (put check back in one that recently unchecked before unchecking next one and trying again)

But as mentioned, it is more than likely one of those items in the startup list.
