I have seen electric devices advertised for insects, but I have never seen any scientific evidence of their efficacy. Here's a link:

The best repellants I have found have been chemical, either using napthalene (mothball) crystals or paprika/other dried peppers. When applying them, be sure to leave an escape route for any that are already in the house, wait a week or two and reapply a complete barrier.
