    My guess its mortar droppings on a concrete pad/walk. If so get what you can get up with a steel trowel. The harder spots use a 1" cold chisel. If it satins the Crete then use 3 parts water to 1 muriatic acid to scrubb up the residuals. Pre wet the concrete before the acid bath. Rinse down completely. You can use a 2 to 1
