What material can I use on an interior basement wall?
I have a 50+ home, and half of a finished basement. The foundation was poured using floor board back then, so there's horizontal lines in the walls. (During the depression I am told) Some aren't too bad, some are very noticeable. To save money we originally sponged painted over them to hide the imperfections, and used studs and sheet rock to finish the remaining basement walls. We are re-doing it again, and still want to keep the two cement walls to keep cost down. Can I stucco over them, or plaster, Venetian plaster? Putting up sheet rock will mess up the drop ceiling and be a lot of work. I am sick of the sponge painting, I don't mind having texture, just more unified. Also there are two small high basement windows that were covered up after an addition. The cynderblocks they used are flush with outside, but not inside. It is an obvious hole, and obvious that it was windows at some point. How can I fill in that void? Wire, cement, bricks?
Thank you in advance for help.

Stucco is a relatively cheap way to go. Use Galvanized wire.

Tap con or shoot wire to wall then one scratch of stucco and one finish coat.

Stucco can be built out enough to cover big imperfections

It would be cheaper to just go over the cement wall with a setting type of drywall compound like easysand 90 or 210 sand your lap marks down put another coat of regular drywall compound like plus 3 the 2nd coat will go on smoother than the first sand it and put a light texture on it and paint this system will work if there are no moisture problems on the walls in the areas that where windows you could glue some sheetrock in the void sheetrock comes in 1/4/1/3 1/2 5/8 inch
