Can you hook up outlets and lighting on the same breaker?

Yes but we usually try to keep them separate. This could help you if a breaker on the outlet trips you'd still have lights. The bigger question is how many outlets and the draw on them and how many lights. This will help you determine wire size and breaker amperage.
