Have you done a general cleanup(inluding defrag)/ ran ccleaner for the registry and also scanned for viruses?
Also, have you tried in safe mode or just in normal boot mode?

When it did the defrag it is possible that it could have moved some files around improperly. Try doing another defrag to see if it rectifies the problem. If not you may want to run a repair from your windows disc.(Note: Be sure to choose the option for repair and not install)

Yes, the regcleaner is good, but you have to know what it is deleting. Some of the items ccleaner checks can be removed or added on the left side check boxes.
If you're inexperienced (or even experienced), check one at a time, scan, know what you're deleting in the results, and keep doing this.
This procedure is good for any scans of your computer(checking for operation after reboot). Less is better.
For windows, I recommend 'erunt/ntregopt' to restore your registry should things go too wrong.
