I am a banker by profession but I have a flair towards business. I have a set of friends who are ready to get resources but none of us have much money to pool in for the business. At max we can arrange INR 20,000/- for the start. We have the equipments with us and place as well. By WEB Development, I assume you mean you want to design websites for people. If so, marketing is going to be the major portion of your business at least initially. You might try hooking up with a local WEB host that doesn't offer their own development. But I suspect you will need to do a lot of cold calling on local businesses that you can't find a website for.
