I am a banker by profession but I have a flair towards business. I have a set of friends who are ready to get resources but none of us have much money to pool in for the business. At max we can arrange INR 20,000/- for the start. We have the equipments with us and place as well. How should we go about the marketing and advertising process so as to keep the costs at the minimum level still get a clientele for a start. We don't seek profits for a year at the beginning and whatever we get we seek to invest in the business itself. What shoud be the best plan as well as the constitution of the business?

By WEB Development, I assume you mean you want to design websites for people. If so, marketing is going to be the major portion of your business at least initially. You might try hooking up with a local WEB host that doesn't offer their own development. But I suspect you will need to do a lot of cold calling on local businesses that you can't find a website for.
