    We really need more than that like your state and who is doing the refusing. Is the cp refusing to allow the child(ren) to go with the ncp or is the ncp not wanting to use their visitatin? One sentence will not get you a good answer.

    If you have a court ordered visit, and they do not allow it, you hire an attorney and file a motion in court to have them filed in contempt for not allowing the visit
