If your drain is below the concrete floor a basement toilet is no different than a first floor toilet. All new toilets are low flow toilets and some flush better than others. Toto, Kohler and even American Standard all make dozens of good styles. The only toilet I have had a call back on was a Kohler Patriot low flow toilet. It appears to require a 2nd flush nearly 50% of the time.

Toto is these days considered to be a very good toilet, if not the best. Kohler has been in business since 19th century so they certainly have tons of experience in designing and making toilets as well.

Toto toilets are more expensive and BigBox stores don't carry them. I would recommend a toilet with high tank like Kohler Wellworth Lite (Home Depot, around $130.00 ) . Toilets operate on Law of Gravity. Therefore, the higher the tank the better flush.
