First I believe you will have to make sure your 120 volt supply is good.
Next make sure the gas valve is turned to the ON position.
Since we do not know what gas valve is installed on the unit post the brand and model number of the valve so it can be looked up to see what kind of safety device it has. Being it is old there could be a few different ones used.

Operator V 804 A
That's what the gas valve has on the side
I do have 120 to it and the gas is turned to the on position I just can't seem to figure it out hope you can help

If you do not have a thermostat you will have to add one to control the gas valve. Is a thermostat installed?

If the pilot is lit and the thermostat is calling for heat and the 120 volt power is on and if there is a 24 volt transformer to power the thermostat circuit is generating 24 volts you should have activation of the gas valve. Is the gas valve itself turned to on and not still pointing to pilot?

If the thermostat is working and calling for heat and all the other items above are correct it should be working. If not you neeed to backtrack and check each item over till you find the component that is at fault.
There is no mystery to the system you have. It is the simplest system available today. I do not think the thermocouple is defective because the pilot will not stay lite since the gas valve is 100% shut off style.

While the pilot valve is obviously operating, the main valve could be stuck or just down right faulty. Sometimes you can tap on the valve to get it to open but don't get carried away.

That is a very common issue when a unit has sat without being used for a period. Just like some of us, when you've been off for awhile you don't want to go back to work.

You might test the safety device that is contained in that old valve since it might be sticking also. Been there done that.
