    Can you include past due utilities-----water- in chapter 13?

    It is a repayment plan, and can normally be included,

    Chapter 7 is for discharge of debts. You can include them, but the next time you need to sign up for utilities, your deposit will be extremely high as they don't want to get stuck again with a high bill they have to essentially write off.
