    Nonpayment of utilities
I had a renter who moved out, but the power and water bill from when he lived there we not in yet. Can I take the money for the bills from the security deposit? Should I send a letter with the reasons for the retention, and a copy of the bills first; or with the remaining deposit?

Consider calling your local court or magistrate, because the laws regarding security deposits and leases are different all over the country... better safe than sorry.
