    Toilet is not flushing correctly
I noticed last night that when I flushed my toilet it sounded funny. I opened the back to see the water running at a slow trickle instead of how it used to refill. Then I noticed towards the bottom of the intake, there were bubbles. The water filling the tank was also not clear it was cloudy... which it has always been clear. In looking in the bowl it had only partially flushed and had not refilled with water. Do I need to replace the intake device? If so how, I am not into fixing things.

Turn off water at the valve under the tank.
Reach under float, lift and grasp shank.
While holding the shaft with the float lifted, turn the cap 1/4 turn counter clockwise and remove. Lift out seal.
Place a cloth or bowl over fill valve and turn on water slightly and briefly to flush out any debris.
Install new seal, reinstall cap, turn on water.

Note; the float must be lifted to turn cap.

This is a common problem in my area with these ballcocks. They have a small washerwith a hole,(see image) in the center that swells shut in time preventing water from entering the tank.
Purchase a FluifMaster Seal#242 from your local big box store. To replace it you will have to shut the water off to the tank and take the tank lid off. Twist the top of the ballcock off counterclockwise, (see image in Heralds post) and pull up. Pry out the seal and replace it. Reassemble, turn the water back on and give it a flush. Better now? Regards, Tom
