Have you asked them to fix it??
If they will not, you sue them for the damages. But I have to ask, if they are building a fense on your neighbors property, how did they damage your phone line and sprnkler, Since your sprinkler should not have been on the other peoples property.

I agree totally with Fr_Chuck!
You don't seem to be asking a question here, but maybe venting because you are not sure as to how to confront your neighbor. Would that be correct? If that is correct, then just simply ask them.
If there have been problems with your neighbor in the past where maybe you don't quite get along with them the way that you might like, then you write them a letter. Either way, you do have recourse here. You could also take pictures of damage that has been done so that you have proof that it has occurred on your property because of the construction that has been happening.
Just "reading between the lines" here some.
If I'm incorrect, then I apologize.

A fence by its very nature is 2 sided. It carries a common boarder between 2 properties or sections. Going from chain link to a block construction would entail using some types of heavy equiptment. If the sprinkler system was close to the old fence most likely they drove over it during the job. Depending on the height the new wall would require a foundation. That's just a thought on how something like that can happen.

Exactly. Get two estimates and provide copies to the owner and contractor.

First take a whole bunch of pictures and get at least two estimates for repair of all the damage. Then you present your case to the contractor and if they refuse then you sue them in court for the damages and court costs.
