Well, that's the goofiest thing I've ever heard. Your sister default and it was "technically" repossessed. She got to keep it and they got to keep the title. Never heard of anything like this but I do believe you. Stranger things have happened - but this is a classic.
My thought would be that DMV wants Affidavits from the person who did the mechanical work as well as Affidavits that the bike has been in storage -
I always love it when DMV doesn't answer questions - that usually means they don't know.
Have you tried the title clerk at a dealership? He/she might know.
I think I'd do an Affidavit along the lines of "so and so, being duly sworn, deposes and says that so and so is acquainted with you, that so and so has personal knowledge through visual inspection that the motorcycle has been stored in your garage and so and so has seen the motorcycle in that garage on numerous occasions between x and x." It doesn't say much about much but I have no idea what they (DMV) want.
