They don't have to explain exactly WHY the vehicle didn't pass?

However, ABS may well have been optional for that model.
Ask for references or call around to locate a shop that has the tools and experience to diagnose this properly. You may want more that one opinion.
If you want, you can let us know what they find and perhaps, possibly maybe, offer alternative solutions.

Sorry if I have miss lead you...

Over here in Northern Ireland you go to a MOT centre they put it through a government test and at the end of that you get a pass cartificate or a list of faults that are to be fixed with-in 21 days.

On my list is says "no ABS light"... car has ABS brakes so I will ask again does a rover 400 diesel have one and where is it on the dash board

    Thanks

If the vehicle is equipped with anti-lock brakes, there is a bulb that should be in the Instrument Panel Cluster (IPC). It is usually yellow. Sometimes shining a flashlight into the IPC can reveal it's location (since it isn't lighting).
That bulb should come on whenever the engine is started and flash then go off. If the anti-lock brake system detects a fault, that light will come on and stay on to indicate a problem needs diagnosed.
You should find a repair shop that can diagnose and then fix the problem.
    I hope this helps.
