I own the garden and first floor level of a 3 floor building. My lower level bathroom has continually had, throughout the night, bleach bubbles coming up the drain and foaming out the emergency drain.

The whole place smells like bleach and my eyes are stinging.

What could this be- I can rinse out the tub and get rid of the bubbles- but they come back about 10 minutes later. We have gone through this cycle for about 2 hours now.

Talk to the folks on the top floor. They proably have a drain problem and think bleach is the fix, it is not by the way. This entire building likely drains to one main drain line which is plugging up and needs rodding.
