Switched outlet stopped working, outlet is hot all the time, no matter whether switch is on or off. Replaced the switch and receptacle , still the switc is not controlling the outlet.

Hi, I would like to control my two fans speeds and its lights separately with dimmers. Inorder to control a fans speed or its lights brightness would any dimmer etc work but all I have to do is look for one that can handle the load. So if it is 1000 watt I should look for a 1000 watt or more...
3 lights ran between 2 3-ways, can one of these lights be controlled by a 3rd switch?

There are 3 lights connected, 2 in one room and the third at the bottom of the stairs. There is a 3-way at the top of the stairs and another in the room with the 2 lights.
