    Just go to the Clerk of Court office, Civil/Small Claims Division.

    Pick up what is called an original notice.

    Fill out the notice giving a brief description of why you are suing. You will have to choose how you want the person or business served. In most cases, there are constables, or the county sheriff who will serve the notice for a fee. There are other options like certified mail, or publication and those options vary by State and County.

    This should get you started. They also usually have a booklet at the Clerks office that will explain everything involved.
