A phase converter. But don't look for it to be cheep.

You would need both a transformer and a 240 source capable of suppling the watts the welder uses. A single phase welder could be cheaper.

You could buy or build a rotary phase converter. This would convert your 220v single phase to 3-phase. If you need higher voltage you would add a transformer.

A rotary phase converter is a 3-phase motor that is run on single phase current. The third leg of this motor acts as a generator providing current 120 degrees out of phase from the other two. The only other parts are a starting capacitor and two run caps. The idler motor must have at least the same HP as the 3-phase equipment you intend to run (more if the equipment is hard start.)

With a used or surplus motor, a DIY rotary phase converter can be very economical. Google will lead you to plans to build your own. To buy one cheap, start with eBay.
