I'm 14 and I am seriously stuck to this guy whose 17, we are both military brats living overseas in Germany. I currnetly have a dual citizenship until I turn 18. This goes dually for the U.S. and Germany, because my mother is german and my father is american. My question is since I am in germany do I need to abide the german or american consent laws.

Think of it this way - what laws do you abide in Germany - German or American? Do you follow their speed limit or a common speed limit in America?

You abide by the German age of consent which is 16.
