    I am assuming you mean a person who doesn't have a ssn. No you cant, if he or she doesn't have an ssn then they have never applied for one and if they are older how did they work, or they are illegal.

    You cannot claim a person with no SSN, but you CAN apply for an Individual Tax Identification Number (ITIN) if they otherwise are eligibible to be claimed as a dependent.
