    I agree, it seems that there is a mind set for many that feel someone else should always be responsible for your inconvenience or damages. Someone has to be the blame.

    It's called "The World is Out to Get My Syndrome."

    I get assigned cases and I look at the circumstances and can't imagine what the theory of negligence is - ? So it's fairly wide spread.

    If the landlord did not pay the water bill and it was shut off, of if they had water issues and did not get them fix within a timely manner, it can take a day to get a plumber and get things fixed sometimes.

    But if this was a city water main, the landlord can not be held liable.
