My friend signed over her parental rights.
A friend of mine signed over her parental rights to the state of Nevada. She was told if she didn't the state would take them from her. She's in a domestic marriage. Can she get her kids back after she leaves the abusive husband?

Do you mean her children went into foster care after she signed over her rights? If she signed over her rights, then she won't get her children back. There must have been a terrible abusive situation in the home for this to happen, perhaps one or more of the children being abused ?

If she signed them "over," permanently, no, she cannot. What EXACTLY did she sign?

Without knowing exactly what was signed and what the legal status is there is no way to answer this question.
