Russia and Japan are both countries with a strong manufacturing capacity, Russia has vast mineral deposits whilst Japan must import much of the minerals needed for its industry and energy requirements. Investment in Japan has been stagnant for at least a decade whilst investment in the Russian energy sector is strong. Do not think that because Russia was considered second world it is not a developed nation even though that development may not extend to all rural areas
