Well, considering that the IRS will not accept tax returns until (at the earliest) 2 January 2011, they still have THREE weeks to release the forms.

No, not really, given that Congress just passed some of the tax laws that are affecting the forms.

The Pub 17 can be amended after the initial publication with little problem or consequences.
Publishing the Form 1040 too early, before all of the ramifications of recent tax law changes are factored in, will cause more headaches than the IRS wants to deal with. For that reason, they will wait for as long as they feel necessary.
The IRS has already announced that electronic filing will not be permitted prior to 16 January 2011, so it would NOT surprise me if they do not release the Forms 1040, 1040A or 1040EZ until sometime AFTER the first week of January, 2011.

Not really. Most people will be able to log onto tax websites and do the initial work on their returns, and everything will be set.
Then, come midnight on 15 January 2011, or, to be more precise, 0001 on 16 January 2010, the mass efiles will be unleashed.
Hope it does not crash the IRS computer! :-)
