My sister wants to come and live with me, but I have no idea where to begin to getting her.

My mother is, and always has been, somewhat unstable.
At first, she had an issue with drugs, first pot. She was arrested for that and put on probation while my sisters father (who is not on her birth certificate) went to prison.
Next, she had an issue with cocaine. She was again arrested for that, and my sister went to go live with her father and her grandmother (the father doesn't support himself).
After my mother finished rehab and go out, she lived with another family for a while. There, she began going to sex parties every weekend and found her new addiction.
She finally got her own place, kind of. She was splitting the rent with someone who wasn't exactly a stable figure. She up and moved and my mother is having trouble finding a replacement roommate. If she doesn't, she will lose her residence.
Her plan, if she loses it, is to move to CA with someone she has been chatting with online in one of her sex chatrooms. She has never met this person in person.
She has moved around WAAY to many times in the past few years to be found stable. She also has no job (she is depending on her sugar daddy to pay for everything).

Do I have a chance of getting my sister?
If so, who would I talk to, and what paperwork would I need to finish. I live in Wisconsin

First off we are going to need more information. How old are you and how old is your sister ? Do you have a job and steady income to be able to support her through her schooling years ? Does she agree or is this something you want to spring on her ? Would your mom also agree to it ?

I live in la puente ca, im 26 and want to gain custody of my 16yr old brother frm my dad our mother has past away abt 4 yrs ago where would i begin?

You ask your dad and see what he says. If your looking to fight him on it you would have to prove him unfit in court. Also if there is abuse going on your brother could turn himself in to children's services and then they may allow him to live with you. It has to be legal otherwise you can get arrested for harboring a fugitive if you don't.
