    I did not sign rental agreement for car hire am I liable
    Car firm wants a payment for details sent to police due to speeding fine. They state it was in terma and conditions however I did not sign or receive a copy of a rental agreement. Should I pay?

    What state/country is this is?

    From what you've written, my assumption is that you received a speeding ticket while operating a rental, failed to pay said ticket and now the registered owner of the vehicle is being notified because registration is most likely suspended due to failure to pay. If this is what happened, you need to pay the ticket; it doesn't matter if you got a copy of the rental agreement or not. If you're really worried about that, ask them to send you a copy of the agreement - I'm quite sure they kept a copy.

    If the scenario is something other than what I've guessed at, please give us more information so that we can better assist you.

    This is an additional payment the hire car company wants just for telling the npolice I was the driver, I know I have to pay the police for the traffic offence. As I did not sign a rental agreement am I liable for their terms and conditions. Considering the money they want seems excessive to me for basis driver details

    The hire car was dropped off with key only and no paperwork!

    Well I would say they have your credit card number on file anyway, esp if there was "no paperwork" which sounds like you may have done it online

    If you did it online there is "paperwork" but it is all online in their terms and conditions that you auto agreed to when you rented it.

    But if they have you credit card I would say theywill just auto bill it anyway

    That doesn't make any sense. The officer already knew you were the driver; the rental company didn't tell him anything new. My suspicion is that you didn't pay the fine and as a result, the car's registration was suspended and the rental company wants you to reimburse them for the problem.
