Exactly where is it established she is a minor, seriously I've looked and can't find it in this thread? That number is not the same in every state... and I have failed to find any mention about her age.
Is it less than 14? That's the only universal age that would be statutory rape... SOme states 16 is the age of concent... and some others its 18. Without hard numbers and state this occurred there is no way anyone can say if it was legal or not.
Pa Law only applies if they were PA residents, or visiting it... if Someone crosses the state line to a state that has a lower concent... they can still be prosecuted in their state of residence... Transporting a minor across state line for an illicit act is itself a crime if the parents choose to pursue it.
But we still need both their ages... we are only guessing without them.
