Outside Central A/C Fan not turning
I came home this evening (in TEXAS) and my temp that was set on 80 had risen to almost 90 degrees in my house. When I checked, the outdoor fan was not turning. I turned off the unit. Please advise.

Quote,( the outdoor fan was not turning), was the compressor running? Did you hear a hum coming from outside unit? If you heard nothing,you need to 1st check the breakers to a/c unit,turn it off completely and then back on again,with the tstat st for cooling, does it now do anything? LET US KNOW

There was definitely a hum. When I turned the inside unit back on and went out and spun the fan it continued to run. However, the air is still not cool.
I turned the breaker off and then on again.

If the outside fan is not running turn it off and don`t run, could be a bad capicitor,
Needs to be checked out or you could take off capicitor and take somewhere and have it checked out,, or just replace with one just like the old one,, they `re not very expensive,, draw a diagram or take a picture of the wiring so you put it back rght

I am so hoping you are right. I have little money at the moment to invest in the cure. I appreciate your taking the time to help me sort out my problem as I am a fairly new homeowner and haven't had lots of experience with such things myself.
At the very least, now I think I can speak intelligently with a repairman.

This was EXACTLY the right answer! I had a pro come out today and he was here just minutes before it was fixed. He was nice and cleaned my unit before leaving.
Thanks for your help... it was a relatively cheap fix.

A/c unit is not running bu the thermostat is programmed.? compressor nothng outside running, hot air blowing inside,

Have you check breakers to outside unit?
Check tstat wiring going into unit on outside for cuts or chewed places by the varmits
