    Bank lien?
    2 years ago a credit card co put a lien on my bank account, then soon after I was diagnosed with cancer and couldn't get afford an attorney to help me. If I open a new account at another bank would they take that too?

    For almost anyone (some governmental agencies excepted) to attach your bank account, they needed to have obtained a judgement against you. You need to get details of that judgement. If you open a new account and they find out about it, they can attach that as well until they get the debt paid.

    If the CC company is the bank, they may possibly be asserting some sort of a setoff, which the OP is calling a lien.

    If it is in fact a judgment lien, see what ScottGem wrote.

    My problem is that you are reading into the question and not explaining why in your answer. The usual practice is to answer the question and not read into it.
