What is the cause of both left and right eye balls not moving to left or right, up or down?

Are you saying your eyes are fixed ahead, do not move left or right, up or down, in their sockets?

The eye is held in place be 7 muscles (one of which is for the top eye lid) a common occular problem is a squint which is usually due to a muscle imbalance so the muscles don't hold the eye forward. I've never heard of an imbalance of ALL the muscles which stop all movement unless there is ome kind of trauma involved. I definitely advise you see you local opticians.
