I paid for a service not delivered
I bought a beauty package that included one facial, 1 manicure and pedicure, 1 haircut and hair highlights on the front. I was told that if I pay extra 55.00 I could have the partial highlights. I agreed, and told him I wanted them very natural. (2-3 shades lighter than my natural color, dark brown). When he was done I could not see any highlights at all. He said that they will come out after some shampoos. I went back to him after 2 months and told him I still don't see them, not even under the light. He said there is nothing he could do because I said I wanted them very natural. That if I wanted redone he will charge me 95.00 . I know how highlights are supposed to look like, I have done it before and it seems he is the only one that can see them. Now I see that he just took me for a ride.
Where can I put a complaint against this Beauty Saloon?

Have you tried talking to the owner or manager of the salon? Bring pictures if you have any, as well as receipt(s) showing what you paid for but didn't receive. I'm not sure what they'll offer you, as you've waited quite a long time to make the complaint.

Also, 2-3 shades difference won't be extremely noticeable so keep that in mind. But definitely go to the higher-up if he refuses to provide you the service you wanted.

If your interest is complaining, go to the Better Business Bureau. In some areas the merchant doesn't have to be a member.

Two or three shades lighter - in my experience - doesn't make a difference.

Yes, first you did get the service, you merely did not like the service you got.

It all depends on how much you wish to do, the above are correct
