    Apt painting responsibilities
    I live in Philadelphia, PA. I was told that it is law that the property owner/landlord must paint before a Tenant moves into an apt. I can't find info on this and my potential landlord refuses to paint.

    That's not true, that's why you can't find it. It's one of those folklore things - it's been asked on the thread before.
