What is the fraud? You and he married and then he left to live in the United States? Of what country is he is resident? Same question for you - which country do you call yourself a resident of?

There is no requirement that he file for a divorce ( or annulment in your nation) It sounds like he has left you, so you file for the annulment or divorce.
If he remarried to someone else in the US while still married to you, you can report him to the local police in the area he lives, since that is a crimnal offense.
Now if he commieted a fruad by the laws of your county, there is little you can do unless he returns to your country, you can file charges but likely nothing will be done.

What do you think is the best thing to do?Thanks

It means he should be, but to be perfectly frank, often there is little inforcement many times, And if he just disappears into the crowd, he often will enver be found.
All you can do is report him, file for divorce and move on with your life.

There is no divorce in the Philippines, only annulment which takes a couple years before it goes through. Not only that it usually costs money which most people to not have to file the annulment. I would try to file for Child Support in the State that he is living, you could at least get money to provide for your 3 children. Then maybe he will seek to file for divorce if that is what you want.

Yeap just annulment. You can sue him for bigamy and demand child support. Phils and US has extradition treaty but I am not sure if bigamy will make him deported. His marriage to his new wife is null and void. You have all the legal rights on whatever he has until your marriage will be annulled. If you can, come to the US and sue him there.
