I believe it means she is not wanting to get into a relationship at the moment. I just came out of a divorce and I have had to tell a guy this that I was dating because he was moving to fast for me. If you are really into her, don't push it and have patience. She will come to you when she is ready.

No, no, no... a woman is always looking for someone... it just has to be the right someone.

That's not to say that you are not that someone... but she just may not know it yet. Always focus on bettering yourself. Don't smother her or bother her if she doesn't want to be bothered. And do NOT become her friend. Go live your life and she may see what she is missing.
